The SystemData and SystemConfig files may give an error about being opened by another user, or that you need permission to view their data when attempting to start the SSLIP. This is probably due to the SSLIP being blocked by some form of firewall or antivirus software.

The Microsoft Jet database engine cannot open the file SystemConfig.mdb. It is already opened exclusively by another user, or you need permission to view its data.

Ensure that the SSLIP has exceptions setup for itself in any security software that is installed on the affected machine. This process will vary depending on the security software being used.

When we turned off the security software completely, we were still unable to get the SSLIP to start. We had to add the exceptions to the program, and then actually enable the security software again so that the exception was recognized.
